Writing specifications for test equipment requires a special level of skill. Before your new test capabilities have been added, you may think you have a clear understanding of your requirements, but as soon as the facility is built, you will realize that there is a major piece of functionality that has been overlooked, or that you have paid a lot of money for a capability that you will never use. Having vendors drive your specifications ultimately drives the cost up. Vendors have their own interests at heart, and not yours. Also, well written specifications open up the bidding war to other vendors, who would present a higher risk otherwise. These specifications ensure that you get the optimal solution at the optimal price. Low cost decisions at the beginning of the process can lead to significant savings later, and small changes to specifications can save you hours of headaches when the system is built. Developing specifications is a fine line to walk. You don't want to ask for too much, or you will turn good vendors away, or have quotations that are much too expensive. You need to ask for what you actually need, and not compromise on the important parameters.
